Responsibility

1. It shall be the responsibility of the principal to see that all emergency responses and drills are conducted in conformance with this plan. The principal shall be the chief disaster preparedness officer of the school and shall appoint a disaster preparedness committee.

2. The principal shall cooperate with disaster preparedness authorities and other civil agencies in the event of a declared emergency or alert. He may, under certain circumstances, find it necessary to coordinate a decision for the safety of the children with representatives of outside agencies, including but not limited to: law enforcement, fire protection, city government, and the Red Cross.

Requirements

1. This school plan shall coordinate with the District Master Plan and with appropriate local government plans.

2. This plan shall be reviewed at least annually and be kept current.

3. This plan (other than fire drills) shall be tested at least once during the school year and a record shall be kept of said tests. Fire drills must be held each month.

4. For actual emergencies and practice drills the procedures as outlined in the following sections shall be followed. No school-wide drill shall be held without prior notice to the principal/designee.

5. The record of drills shall be reported to the Superintendent's Office, Aberdeen Fire Department, and shall be made available to the State Department of Education.

 

The McDermoth Safety Team:

The safety team will consist of a group of 5 to 9 staff members representative of the various grade level and staff groups. They will meet at least quarterly as scheduled for the purpose of reviewing all safety drill procedures as well as assessing the monthly drills held at the school. The principal and/or safety team leader will report back to the whole staff the results of safety team meetings in written form and will solicit all staff comments and responses to the safety policies and procedures here at McDermoth.

 

The Safety Team will address all matters surrounding the process and structure of student and staff personal safety both here at school and commuting to and from school as outlined in district policy. In the event of a student death, serious accident, etc. that does not specifically address the safety of the staff and students but rather the emotional well-being, the District Crisis Team (team consists of district counselors, psychologists and other district level personnel such as nurses) will be requested by the principal or safety team leader to assist those staff and students in need. It should be noted that the Crisis Team may have an important role to play in the event of a safety crisis at the school and that this work will be directed and coordinated by the building principal and/or safety team leader.

 

Communication

1. In the event of any disaster, all communications to the public shall come from the Office of the Superintendent or the designee.

2. The principal/designee shall have the responsibility of keeping the Office of the Superintendent informed as to the latest developments in regards to damages, injuries, or deaths as a result of any disaster at the school. All public statements will come only from the Office of the Superintendent or the designee.

3. In the event that normal means of communication (telephone, or cellular) become inoperable, emergency communications shall be requested through the Grays Harbor Department of Emergency Services. All locations shall also tune their AM radio to KXRO, 1320 MHz.

4. Parents are not to contact the school by telephone, except for dire emergency. The telephones are to be kept accessible by school personnel for school emergency communications only. Parents will be kept informed by public radio station KXRO with bulletins from the Superintendent's Office.

5. All telephones in the building are to be secured and not to be used by students or staff. All outgoing communications will be cleared through the office.

 

Staff should never agree to be interviewed by or provide information to the media in the event of an evacuation. All media requests are directed to the office of the superintendent and/or to the building principal.

 

The Releasing of Students

School office staff, counselors, and other designated staff will be in charge of releasing students to parents/guardians if necessary and after receiving permission to do so from the district office if communications are intact. Staff will release students to identified parents/guardians and will keep records of which students were released to whom to the best of their ability. Staff should NEVER release students on their own without following the appropriate check out procedures. This must be done through the Assembly Shelter, even if parents are highly insistent and anxious.

 

Emergency Response Plans

" Any number of emergencies can occur in the school setting. In the event an evacuation of the building is necessary, the basis of the evacuation shall be the "Fire Drill." NO SCHOOL-WIDE DRILL shall be conducted without advance notice to the principal or Superintendent of Schools. All drills shall follow the procedure for an actual emergency.

Emergency Drills for Fire and Lockdown Procedures:

 

1. The building principal will establish a drill schedule for all emergency drills including fire, lockdown, bomb threats, and natural disasters such as earthquakes. The frequency of fire drills will be scheduled in conjunction with the security maintenance company and the Aberdeen Fire Department. A record of all drills shall be kept online at the Rapid Responder web site, subject to inspection by the fire chief and the community, and a copy of this schedule must also be filed in a timely manner to the superintendent's office. McDermoth will complete no less than one drill using the information mapping system, one drill for lockdown, one drill for earthquake, one drill for shelter in place, and six drills for fire evacuations.

2. Prepared Response Mapping System: This mapping system will need to be updated on a regular basis as to help facilitate any outside Emergency Responders to have full knowledge of the detailed layout of the internal and external campus around McDermoth for a tactical response.

3. All persons in the building must participate in the drill and must be accounted for during the actual drill. This includes all visitors and volunteers who must sign in on the appropriate sheet in the office. Therefore, every alarm should be considered as warning of an actual emergency. In schools, fire drills include the complete evacuation of all persons from the building (Ordinance 87870; 8.01.100 as amended by Ordinance 88339; June 29, 1959). All students and staff will follow the evacuation procedures and expectations during any and all drills.

4. All emergency fire and/or lockdown drills must be authorized by the building principal and/or his/her Incident Commander who will notify the appropriate district and community agencies that the drill is just for practice purposes. In the event of the office being taken over, a lockdown drill will be called by a first responder (Incident Commander). He/she will need to lead the crisis team.

5. Secondary Lockdown Sites: The McDermoth office will contain the Incident Command Center Kit. The Incident Commander will follow the procedures located in the kit.

6. The fire warning signal is easily recognized in the building. An emergency warning signal (air horn) will be one long, continuous signal whether by whistle or hand siren. The use of this alternative signal should be planned for and occasionally used, thereby anticipating possible power failure.

7. In general, the building principal is in complete charge of all matters pertaining to organizing and conducting drills in the building and will be responsible for the efficiency of the drill and all corrective actions taken for any violations that occur. Duties will be shared by the principal with the Safety Committee and arrangements made for the supervision of all drills and emergencies in the principal's absence. These arrangements will be shared in writing with the staff in the appendix of this plan and placed in the staff handbook.

8. In general the role of the teacher and then para-educator is to be in charge of their respective classes and to fully implement the policies of the Aberdeen School District as outlined in the McDermoth Elementary Safety Plan. All staff must familiarize themselves with the actual steps to be taken during all drill sand emergencies so each is aware of the role he/she plans in the overall school plan. Please refer to the appendix of this plan for the actual teacher actions to be taken in each drill or emergency. The list of what to do in the event of a drill should be posted in every school classroom, office and workroom and practiced with the students as directed by the building principal. In the event of a campus evacuation to an alternate site, staff will follow the Assembly Shelter and Student/Parent Reunification procedures.

 

General Drill Procedures and Expectations

Evacuation Behaviors to be enforced by all McDermoth staff:

1. Students and staff exit building in an orderly manner.

2. While exiting the building, staff shall be observant for any unusual situations or safety hazards.

3. Everyone WALKS to their assigned area in a calm, orderly and quiet manner.

4. Students line up in their assigned area along the fence but DO NOT TOUCH the fence in case of lightning or downed power lines.

5. Students and staff remain as quiet as possible in order to hear and respond to directions.

6. Students will re-enter the building when the principal and/or safety team leader gives the verbal clearance.

7. Students and staff re-enter the building in the same manner as they exited.

 

Assembly Shelter and Assembly Tasks:

1. When the fire alarm or emergency siren is sounded, each teacher will exit the classroom with his/her emergency clipboard and emergency supplies. Please leave lights the way they are and close the classroom door.

2. If you are assigned a walkie-talkie it is imperative that you bring it with you.

3. All staff and students will assemble on the playground and each classroom will line up at their assigned number, facing the building.

4. All other staff, volunteers, and persons inside the building will gather at the Assembly Shelter location (playground, if safe; otherwise Aberdeen High School) for attendance and assignments.

5. Each teacher will take roll using the attendance sheet attached to the clipboard.

6. Each teacher will hold up the clipboard with the green card showing when all students are accounted for. If all students are not accounted for, the teacher will hold up the clipboard with a red card showing and will also fill out a "Missing Student" form to give to the principal or Incident Commander.

7. Following evacuation of the building, students shall not be permitted to reenter if there is doubt concerning the safety of the building. In this event, the principal will call the superintendent and ask for inspection prior to ordering a return to buildings.

8. If the emergency warrants, students shall remain at school until released to parent/guardian or family designee. Instructions by radio (KXRO) shall be utilized. Students shall be released through the OFFICE ONLY.

9. Each teacher will keep their classes quiet and calm and will wait for directions.

 

In case a secondary evacuation point is needed, we will relocate our students to Aberdeen High School. Parents will be instructed to pick up their children from this point if the secondary evacuation location is used.

 

General Staff Expectations for Evacuation Procedures:

All Staff

1. All staff who do not have direct supervision responsibility for students should check all bathrooms and workrooms for students, visitors, etc., as they exit the building. Please guide all staff and students out of the building to their respective locations.

Office Coordinator

1. The Office Coordinator and/or office staff are responsible for taking the Emergency Incident Command Center Kit to the evacuation Assembly Center area (playground). The contents will include the following:

" emergency duffel

" school safety plan, paper, pens

" color vests

" incident response responsibility lists

" student information cards (list of special needs students and student medication and care plans)

" adult/staff emergency information

" first aid kit

" district emergency numbers

" emergency flagging tape

" air horn

" maps of school and alternate evacuation site

" blanket or emergency tarp

 

Any staff member may signal an evacuation by pulling the fire alarm in case of an emergency.

Principal/Safety Team Leader

1. It is the responsibility of the principal and/or safety team leader to:

" call 911 if required

" meet and direct emergency services at a designated location.

" coordinate the activity of the Crisis Team.

 

No staff member should use cell phones or school phones in an emergency unless directed to do so by the principal and/or safety team leader in charge. Cell phone use can trigger explosive devices and tie up school phone lines required by school personnel and can hinder emergency service efforts. All staff attention should be on the safety and well-being of the students and staff at the scene unless permission is given to contact outside people, family members, etc. All outgoing messages must go through the Office of the Superintendent or the designee.

 

Specific Drill Procedures

 

Fire Drills

" The signal for a fire drill is a continuous sounding alarm. The all clear signal to reenter the building is a verbal or hand signal by the principal/designee.

Principal

1. The principal/designee shall be responsible for the supervision of the fire drill and shall, as part of his building emergency response plan, make definite assignments to ascertain all rooms, auditoriums, gyms and lavatories are evacuated.

2. The principal shall prepare a chart showing the location of fire alarms and the fire fighting equipment. A copy of this chart shall be filed with the Aberdeen Fire Department and the Superintendent of Schools.

Office

1. Office personnel shall perform as directed by the principal.

2. Whatever steps possible shall be taken to protect school's records.

Teachers

1. When the fire drill signal sounds, teachers shall assemble their class and make an orderly exit from the building, using posted routes established by the principal. Speed shall be subordinate to control and order. There shall be no talking, running or pushing.

2. Pupils shall not be permitted to stop to take books, wraps or other personal belongings.

3. The teacher shall take the class attendance record or register and follow their class out of the building.

4. While exiting through the hallways the teacher shall be observant for any unusual situations or safety hazards.

5. The teacher shall take the class to its assigned position, after which roll shall be called to make certain all members of the class are present. Teachers shall remain with the class and await the all-clear signal or further instructions from the principal.

6. During fire drill exits, teachers, para-educators and custodians shall ensure that students in lavatories, lunchroom, at recess, or otherwise out of their rooms, shall join the nearest line making an exit. Once clear of the building, with permission of the teacher in charge, they shall rejoin their own class, report to the teacher, and take their place in line.

Custodians

" The custodians shall report to the principal. They shall be prepared to turn off utilities at meters, if necessary.

Para-educators

" Para-educators are to assist teachers in the orderly evacuation of the building, and then report to their designated meeting area.

All Staff

" Make reports to the office personnel as soon as it is determined that a member of your class is missing. Likewise, if a staff member is missing from your designated evacuation site, inform the office personnel.

Building Sweep Team

" The Building Sweep Team shall check all of the areas in their part of the building for any students that are out of their designated areas.

 

Earthquake

The potential threat of a natural or man-made disaster is ever-present. As with other unforeseen events, the school and the district must be able to care for students and staff until the danger subsides. Every school principal, in consultations with the staff (the Safety Committee), is required to prepare a plan and conduct an emergency natural disaster drill at least twice annually. The building principal and the safety team shall be responsible for conducting an annual inspection of the building early each school year for the purpose of identifying potential hazards in the event of an earthquake, such as securing all bookcases to walls to prevent collapse. In an event such as hazardous outdoor atmosphere such as chemical release one of two orders will be made. Schools will be asked to evacuate campus to a safe area and/or Shelter in Place on campus. (Emergency response must take place.) The need to evacuate campus and/or shelter in place will be authorized by Grays Harbor Emergency Preparedness, Aberdeen Police Department, and School Officials. Other hazards that cannot be corrected by building level personnel will be corrected by district maintenance personnel as soon as resources permit. Two times a year, the building administrator and school custodian will conduct a review of classrooms to ensure that all systems are in working order.

 

No warning signal is given to indicate the occurrence of actual earthquake. In the event of an earthquake, the command is DROP, COVER, AND HOLD. It shall be the duty of the principal/designee, in coordination with the District Office, to make the decision as to what action will be taken as he keeps children at school.

 

Principal/Office

1. Get under equipment (desk, table, etc.) or stand near an inside wall if unable to get under equipment.

2. After tremor, turn on portable, battery operated, AM radios. USE PHONE ONLY FOR EMERGENCY. If deemed necessary by the principal, assist in orderly evacuation of the building.

3. Assist in the organization of First Aid as necessary.

Teachers/Para-educators

" OUTSIDE BUILDINGS: The students shall be required to move clear of all buildings and remain outside until further instructions are given.

" INSIDE BUILDINGS: The students shall be required to get under some equipment (i.e. desk, table, etc.), or stand near an inside wall if unable to get under equipment. The students shall stay inside until quake is over, and/or until instructed to leave. Instructions shall depend upon circumstances and extent of damage to buildings.

1. Render First Aid in classroom if necessary.

2. Inspect work area/room for damages or malfunctions and report any found to the principal or custodian.

3. Remain alert for order to evacuate.

4. Do not operate electrical switches or appliance or use matches, lighters, or open flame if a gas leak is suspected.

Custodians

" The custodians shall be prepared to turn off utilities at meters, if necessary. Custodians shall report to the school office.

Maintenance Staff

" Maintenance personnel working in the buildings shall report to the building principal and await instructions.

Nurse

" The school nurse shall report to the building principal and await instructions.

Cafeteria Staff

1. Cafeteria personnel shall remain in the kitchen, unless ordered to evacuate.

2. All food shall be covered and equipment shall be turned off.

3. Attempt to protect all drinkable water.

Transportation

" Transportation and bus drivers remain at the nearest school and await instructions from the Transportation Supervisor. Make UHF 2-way radio available to the principal/designee only, for emergency communications.

Earthquake Evacuation

In the event that damage has occurred which requires evacuation of the building, the following procedure shall be used:

1. When, in the opinion of the principal, the earthquake is over and the building has suffered damage, an orderly "Fire Drill" shall be conducted to evacuate the building. Pupils shall move to a position well away from the buildings and remain until given further instructions.

2. Following evacuation of buildings, pupils shall not be permitted to reenter if there is doubt concerning the safety of the buildings. In this event, it is recommended that the principal call the Superintendent and ask for inspection prior to ordering a return to buildings.

3. If the emergency warrants, pupils shall remain at school until released to parent/guardian or family designee. Instructions by radio (KXRO) shall be utilized. Students shall be released through the OFFICE ONLY.

 

Drills (except lockdown) during Recess and Lunch

1. Students are to line up by class where they normally would line up on the painted white lines used for reunification. A para-educator and/or other staff member will guide each class to the designated area to be with their teachers.

2. All teachers will exit to the assembly area with emergency supplies and emergency clipboards and meet their classes, following all identified emergency procedures.

3. Students eating in the lunchroom will leave all food and drink on the table and line up quietly and in an orderly manner by the outside doors. Lunchroom and supervising para-educators will then lead all students to the assembly area on the playground until teachers have arrived.

 

Shelter in Place

1. It is the use of a structure and its indoor atmosphere to temporarily separate individuals from a hazardous outdoor atmosphere.

Example: Hazardous plume approaches the school from a wrecked semi-truck.

1. People are directed to move indoors, close windows and doors, turn off heating, cooling, and ventilating systems and move to interior spaces (gym).

2. As the gas plume surrounds the structure initially the indoor air remains uncontaminated.

3. Over time contaminated outdoor air begins to enter the structure by infiltration. When the outdoor air is clear, people will move outdoors to Aberdeen High School. If Aberdeen High School is also evacuating, McDermoth will evacuate to AJ West Elementary.

2. Steps for In-Building Shelter in Place: Teachers are directed to tape windows and block doorways by placing wet towels by door seals, etc.

3. Information to Students and Parents/Guardians: Parents and guardians shall be advised that they should not remove a student from the school grounds unless they have first checked with school officials. If parents/guardians were to remove a student without checking them out, others could be needlessly hurt while searching for the student. Parents should also avoid calling the school. Telephones, if they are still functioning, may be needed by school staff. The parents/guardians of any injured students will be notified first. Trained school staff will help injured students until other medical assistance arrives. In the event that students need to be evacuated from school grounds, follow the process as outlined for Student-Parent Reunification Procedures, being sure to utilize Student Release Form.

 

Principal Responsibilities:

" The principal and/or his/her Incident Commander or his/her designee shall carry out all communications functions during an earthquake or other disaster, coordinate post-quake disaster building inspections, and signal re-entry when safety is assured.

Teacher Responsibilities:

" Teachers shall see that all staff members and students in their classes take protective action as outlined in the building plan, evacuate their classes in an orderly and expeditious manner, maintain order, supervise evacuated students, and ensure an orderly re-entry or release of students to authorized parents/guardians/personnel when signaled to do so. Other staff members should be assigned to substitute for any teacher who may be injured or to assist teachers as needed.

Staff Responsibilities:

" Staff members will attempt to account for all students and staff before re-entry into the building. Staff members will also act as searchers, assist in evacuation, monitor student assembly, care for injured and disabled individuals, help remove hazardous materials or debris, and carry out additional assigned functions. No students or staff will be dismissed from the scene until dismissal procedures have been approved by the superintendent's office if district-wide communications are in place.

Custodian Responsibilities:

" The building custodian(s) will assist in the inspection of the facility, including utility conduits, and shut down mechanical/electrical systems as required. The custodian will work with the building principal to determine the safety of the structure before authorizing students and staff to re-enter the building.

 

Fire

The person discovering the fire will notify the principal's office immediately.

9-911 SHALL BE CALLED IF AN ACTUAL EMERGENCY EXISTS

Principal

1. The principal/designee shall sound the alarm. Phone Fire Department and administration office.

2. If someone is missing, the principal/designee shall immediately organize a search among classes outside the building only, and will notify the on-scene fire department commander immediately.

Teachers/Staff

1. Staff shall apply "Fire Drill" plans as printed, assemble out of the fire department's way, TAKE ROLL, and render First Aid as necessary.

2. Teachers trained in the use of fire extinguishers may fight small fires. Do not endanger life.

Custodians

1. Custodial staff will try to confine the fire by closing all doors to the area involved.

2. Open all playground gates and keep access roads open for emergency vehicles.

3. The custodial staff trained in the use of fire extinguishers may fight small fires. Do not endanger life.

All Staff

" No one should return to the school building until the Fire Department officials declare it a safe area.

 

Tsunami, Tidal Wave, Flood

Warnings for tidal wave/tsunami will be given from the Grays Harbor Office of Emergency Management. The extent of the flood or tidal wave, and the time before it arrives WILL DICTATE THE COURSE OF ACTION TO BE TAKEN BY THE SCHOOL DISTRICT. The Aberdeen Police Department or Grays Harbor Sheriff's Office will notify the superintendent by telephone of flooding or possible flooding on roads used as routes.

If sufficient time allows:

Superintendent

" The superintendent/designee shall decide whether or not to close school early and notify the principal by telephone. If school closure is necessary, the superintendent shall call and request that radio stations notify parents that their children are being sent home early.

Principal

The principal/designee shall refer to the emergency locator card if there is a question about whose supervision a child should be under. If the student cannot be sent home, for any reason, the principal and staff shall provide for the care of students at the school or evacuation site.

1. A list shall be compiled immediately of students who will not be able to go home because their parents are working or away from home. Arrangements shall be made for temporary quarters for those not able to return home. Students should be moved to the evacuation site, or other area deemed appropriately safe.

2. The principal shall release staff only when the safety of all students is assured.

Teachers/Staff

1. The teacher shall provide a class list of those students who are remaining in the school.

2. The teacher shall provide care and comfort to those students remaining at school, provide assistance in the evacuation to the emergency shelter, and provide any other needed assistance as deemed necessary by the principal.

Insufficient time - Rapid Evacuation

Superintendent

" The superintendent/designee shall notify the principal by telephone of school closure, and to implement rapid evacuation. This decision may also come from the Aberdeen Police Department, Aberdeen Fire Department, or Grays Harbor Sheriff's Department. The superintendent shall call and request that radio stations notify parents that their children are being sent to the prearranged evacuation site.

Principal

1. A list of students and staff shall be compiled immediately, and arrangements shall be made for temporary quarters for those not able to return home. ACCURATE RECORDS ARE IMPORTANT.

2. Only the principal/designee shall permit students to be released to parents/guardians from the evacuation site (shelter).

3. The principal/designee shall be a liaison to the Shelter Manager and must report all releases to the manager. The principal will release staff only when the safety of all students is assured.

4. All communications from the evacuation shelter must be made through the principal/designee, in cooperation with the Shelter Manager and the county-assigned communications person.

5. In the interest of family privacy, no news media shall be permitted in the evacuation shelter.

Office Staff

" The office staff shall maintain a register of emergency locator cards, transportable to the evacuation site. This register shall include updated student release information, and a place for release signature/sign-out.

Teachers/All Staff

1. The teacher shall provide and maintain a class list of students.

2. The teacher shall provide care and comfort to those students, provide assistance in the evacuation to the emergency shelter, and provide any other needed assistance as deemed necessary by the principal/designee.

Custodians

1. The custodial staff shall be responsible for insuring that everyone has left the school, and then secure it.

2. The custodian shall be responsible for any other duties deemed necessary by the principal/designee.

 

Bomb Threat

Most bomb threat messages are very brief. When possible, every attempt should be made to obtain detailed information from the caller (using the Bomb Threat Information Form in Section 2 as a guide) such as: who placed the bomb, exact location of the bomb, time set for detonation, description of the bomb, and the type of explosive used. Details such as the time of the call, exact words used, sex, estimated age, identifiable accent, voice description of the caller, and identifiable background noise should also be noted if possible and reported to the building principal and/or his/her Incident Commander. The building principal and/or safety team leader will need to place a call to 911 immediately and Office of Superintendent should be notified immediately afterward.

 

Since recognition seems to encourage this type of incident, every effort shall be made to carry out any necessary action without undue notice and publicity.

 

Responsibility

1. The responsibility for determining the exact course of action in each case shall remain with the Superintendent and/or principal/designee.

2. The following plan may be modified because of the exact circumstances of the threat. Safety of the students and prevention of panic are of paramount importance.

3. The Superintendent/Principal will deal with the media when the evacuation has been completed.

4. The secretary or other person receiving the call or note advising of a bomb will immediately notify the principal/designee, but no one else.

 

Evacuation Decision:

1. As soon as the threat has been received, the principal should notify the police and the district office with any caller information as reported.

2. The decision to evacuate depends on the circumstances of each call. If there is doubt about what action to take, the safety of students and staff must be paramount and evacuation procedures will be followed.

3. If a decision to evacuate is made, a routine fire drill should be conducted as soon as possible.

4. TEACHERS SHOULD SAY NOTHING TO THEIR STUDENTS ABOUT THE BOMB and remain with their classes until such time as they are directed to return to their classrooms, evacuate the building, or obtain an official notification to release their students.

5. Search procedures will be conducted under the supervision of law enforcement officers with a written report to the superintendent to be submitted as soon as possible after such incident.

 

Discovery of Suspected Explosive Devices:

1. DO NOT TOUCH OR ATTEMPT TO MOVE THE DEVICE IN ANY MANNER.

2. Avoid moving any article or articles in any way that may be connected to the device. Bombs have been set off by turning on a light switch, lifting a telephone receiver, using a cell phone, or by using any radio.

3. Report in person the device to the office and evacuate the area immediately.

 

Location of the Bomb Unknown

Principal

1. The principal shall immediately notify the 911 center, requesting that the Police Department, Fire Department, and State Patrol respond without sirens and lights, and that their call-out be made on a private line, rather than "over the air."

2. The principal shall notify the administration office.

3. The principal shall decide whether faculty members, custodial personnel, and available personnel not involved in classroom activity shall conduct a search of the school premises for any bomb. Police officers or fire personnel will assist if requested.

4. The principal shall decide whether or not to evacuate the building.

5. If the principal decides to evacuate, he will notify all teachers by visiting them personally if time permits. If time does not permit, a responsible runner will do this.

6. The "Fire Drill" procedure shall be implemented making sure that everyone evacuates at least 500 feet from the building.

Teachers/Para-educators

1. As the "Fire Drill" is being implemented, teachers shall quickly make a visual check of desks, files, bookshelves, wastebaskets, storerooms and any protected area in their classroom.

2. Teacher shall see to it that two or three windows are opened and that the door is propped open when leaving the room.

Office

" The clerical staff shall conduct routine search of all areas near the office, secure records, and then evacuate to designated area as per "Fire Drill."

Custodians

1. Interior Search - The custodial and available staff should carefully search all waste containers, storage areas, stage, cupboards, restrooms, boiler room, stairwells, and other protected areas.

2. Exterior Search - The custodial and available staff should carefully search window wells, windowsills, waste containers, dumpsters, unfamiliar cars and vehicles near the building and covered play areas.

3. Evacuate to designated area.

Cafeteria Staff

1. Check storage areas and waste containers.

2. Evacuate to designated area.

Students and staff shall not return to the building until it has been declared safe by competent police authority.

 

 

Location of Bomb Known

Principal

1. Upon determining the location of a bomb or potentially explosive material or device, the area surrounding the location should be immediately cleared of all students and other personnel, utilizing the appropriate basic actions or signals. Care must be exercised in using any evacuation or mass movement action to insure that passage of persons near or toward the bomb location is blocked. Care must be exercised in use of school bell system or alarms.

2. The Aberdeen Police Department, Fire Department, and Administration Office will be immediately notified of the situation and details. The police or fire department must handle all action regarding disposal or handling of the bomb or device.

3. Students and staff shall not return to the building until it has been declared safe by competent police authority and the all-clear signal has been given by the principal.

4. Resume normal classroom activities.

5. The Principal shall notify the superintendent and secure all telephones, requiring that all communications into and out of the building pass through the office.

6. The Superintendent/Principal shall deal with the media when the evacuation has been completed.

 

 

Chemical Accident

Chemical accidents of disaster magnitude would include large quantities of toxic gases or inflammable material from tank truck accidents, train accident/derailments, or mill operations. Should such an accident endanger the students or staff, initiate the following emergency actions:

 

Principal

1. Determine if it is necessary to evacuate the building. In most cases, it will probably only be necessary to "shelter in place"; Turn off all ventilation systems, close all doors and windows to the outside, and tuck a towel or material into window and door cracks.

2. Determine if it is necessary to evacuate the area.

3. Move crosswind - never up, or downwind - to avoid fumes.

4. Notify Fire and Police departments. Students and staff should not return to the school until the Fire Department officials declare the area safe.

Teachers/Staff

1. Maintain school supervision of the students at all times.

2. Move only in the direction, to the place designated by the principal or fire department. Move crosswind - never up, or downwind - to avoid fumes.

3. Render first aid. TAKE ROLL.

4. Students and staff should not return to the school until the Fire Department officials declare the area safe.

 

Weapons at School

Teacher/Staff

" The staff member shall notify the school office immediately.

Principal

1. Report immediately to appropriate law enforcement agency.

2. Report the incident to the Superintendent's Office.

3. Document action taken.

4. If needed the staff shall be notified by coded PA announcement to lock down.

 

Campus Intruders

An intruder is any person found on school premises who has not or will not register as a visitor according to State Regulation (RCW 28A.58.101, 110). An intruder should be handled according to the following procedures:

Principal/Teacher/Staff

1. Greet intruder in a polite and non-threatening manner.

2. Identify yourself as a school official.

3. Inquire as to purpose of his/her presence. If the person has a legitimate reason for being on campus, have him/her report to the office to register.

4. If it is determined that the intruder has no rightful reason for being on campus, challenge his/her presence and advise the intruder of the visitor's policy.

5. Ask intruder to quietly leave campus or invite him/her to accompany you to the office.

6. If intruder refuses to respond to your requests, inform him/her of your intention to summon Police.

7. If intruder gives no indication of voluntarily leaving the premises, notify Aberdeen Police, and the Superintendent's Office.

8. If it is determined that the intruder is dangerous, staff shall be notified by coded PA announcement to lock all classroom doors and to keep all students locked in the classrooms until the intruder is removed. (See the next section for detailed procedures).

 

Lock Down

Any staff member can signal a lockdown drill although this should be the function of the administrator in charge whenever possible. If you have reason to suspect that an intruder is in the building and is a threat to the health and safety of all students/staff, please contact the office immediately and proceed to lockdown. If you are confronting an intruder and do not want to alarm the intruder, say: "I hope it doesn't hail today" to another staff member walking by. This staff member will then inform the office and begin the lockdown process. Whenever possible, describe the intruder and his/her location when you contact the office. In the event the office area is unable to respond, the first staff to notice the need for a lockdown will report to the district office and proceed with lockdown.

 

1. The message to lockdown will be broadcast over the intercom. The type of emergency will be identified (i.e. medical, intruder and so on). There will be no code phrases broadcast. The PA announcement will say Lock down for medical emergency or whatever type of emergency exists.

2. Scan the hallways and pull anyone near the door into the classroom. Staff without classroom assignments will immediately check all bathrooms and work rooms and then direct staff and students to the nearest classroom for lockdown. If possible email the students' classroom teacher, office coordinator and principal with the students' names and location.

3. If there is an intruder or police incident in the surrounding neighborhood but not inside the school building, students outside will need to be taken into the cafeteria as quickly as possible. There is a phone to use in the band office or inside the kitchen.

4. If there is an intruder in the building, everyone able to lock down in classrooms or the gym will do so. If students are on the playground, adults will quickly gather all students and escort them away from the school building toward Finch Playfield.

5. Direct students to get on the floor out of sight range from the window and be VERY QUIET while you:

a. turn off the lights and cover the window in the door.

b. lock all other doors and windows

c. shut all blinds

d. take roll on a roster (if you leave your room at any point, please take the list with you), taking note of absent students and students missing from your room

e. check e-mail messages from the principal/designee

6. Do not respond to any verbal commands in any way until an all-call is issued with the appropriate message attached. The code signal will be, "The lockdown is now concluded. All is clear!" If you do not hear the part about "All is clear," it means the principal and/or office staff is making this announcement under duress. If this is the case, DO NOT end the lockdown until you hear the complete message.

7. All non-classroom personnel are to lock down in the main office or a secure area near their work station. During an intruder lockdown, the office coordinator will be in the principal's office until it is determined that the main office area is safe.

8. No communications should be made outside of the building. Please do not contact the office during a lockdown unless you are directed to do so by the building principal or Incident Commander. Do not use phones, walkie-talkies, or the intercom unless directed to do so. The idea is to lock down and keep the students quiet until the drill or emergency has been concluded or if the drill requires only that exit doors be secured to keep out an intruder. Communications will come as quickly as possible from the principal/designee/safety team leader, please be patient.

9. If an intruder is in the building, it may be detrimental to the safety of the staff and students to proclaim the type of drill we want all staff and students to perform. In this case, an emergency message will be given to the staff by the building administrator and/or person in charge that states, "It is now time to assemble in your classrooms for our special program on the television!" If this message is said and repeated, the idea is that there is an intruder in the building and that the lockdown should commence IMMEDIATELY with as little fanfare as possible. Staff will need to be keenly aware of an intruder in the hallway near their classroom and act accordingly. The release signal will be the same-wait for the full message before ending the drill.

 

Lockdown Procedures

(During Lunch or Recess or between classes)

1. Non-classroom Lockdown Procedures:

1. Adults closest to the (designated area) will take all students to the cafeteria or gym.

2. Have students assemble by grade level and lock all doors.

3. Any other adults near these two areas should assist in this process.

4. Follow lockdown procedures inside the cafeteria and gym.

5. Stay with students until the lockdown is completed.

6. If the lockdown is exit doors only (intruder or incident in the neighborhood but the school is secure), we will re-group students inside the building with instructions from the office and then take attendance.

7. Please keep children quiet and secure until the crisis is identified or ended.

8. All staff will go to the nearest secured area to lockdown for the duration of the drill/incident.

9. If students are on the playground and the incident is in the building and not outside, adults will quickly gather all students and escort them away from the school building toward Finch Playfield.

2. When students are at in the cafeteria at lunch:

1. Adults will secure the students in the cafeteria. If you are a teacher and your students are not with you, stay where you are and follow all lockdown procedures. If the lockdown is an exterior door only, directions will be given to you by the administrator in charge for re-uniting with your students in your classroom or the gym.

2. Students in the cafeteria will be locked down and secured in the cafeteria.

3. Lights will be turned off and students will need to remain calm and quiet until the crisis is identified or ended.

 

Off Campus Activities

1. In the event of an emergency while involved in an off-campus activity, the teacher or supervisor responsible for the activity shall be in charge. Other district personnel shall assist as necessary.

2. The primary responsibility is to ensure the safety of the students and personnel. Once safety has been ensured, remain at the location unless directed to evacuate by law enforcement or fire department personnel.

3. Contact the principal for accountability/support and further instructions.

 

Death of Student or Staff Member

After School Hours:

1. In the event of a student or staff member away from school, the principal or designee will activate the building phone tree.

2. The principal will notify the superintendent and district crisis team. The principal may request additional certificated and classified staff to be available the following day.

3. An all staff meeting will be held the next school morning at 7:30 in the LRC to outline the activities and plans for the announcement and the rest of the day. Every attempt will be made to have as normal as possible of a school day.

4. Crisis team members will be at school to work with staff and students as needed.

At School:

1. A Lockdown will be conducted. The lockdown will remain in effect until the medical team is finished and clears the building.

2. The superintendent and district crisis team will be notified.

3. Staff will be notified room by room as to the status of events and condition of the individual. No general announcement will be made on the intercom.

4. Crisis team members will be available to work with students and staff. Every attempt will be made to keep the day as normal as possible.

5. Parents of students most affected will be notified. Students will only be released to parents.

6. The press will be asked to stay out of the building until the principal deems it appropriate.

7. One spokesperson shall speak for the school (principal or designee).

8. A staff meeting will be held at 3:15 in the LRC. Planning for the next day, sharing of information/feelings/needs and checking on individuals will be the main focus of the meeting.

9. The following morning a staff meeting will be held at 8:00.

10. The day will be as normal as possible.

Memorial Services:

1. Memorial services for students will not be held during the school day. School facilities will be offered to student families for use outside of the normal school day, if it seems appropriate.

2. Memorial services for a current staff member will be permitted during the school day. Such services will be non-denominational in nature. The principal or designee will chair the organization committee and will service as emcee. All effort will be made to make the service a positive and uplifting experience for parent, staff and students. No student will be required to attend the service if the student or parents do not wish for the student to attend.

 

Emergency Communication Information

1. In an emergency that involves only McDermoth School, internal communications shall be via the Public Address (PA system) and/or message runners within the school, and via the district phone with the administrative office. External communications shall be via the key communicators network, and any needed news bulletins. The superintendent/district public information director shall assist in releasing information to news media.

2. In a district-wide emergency, internal (in-district) communications shall be via the district phones or cellular. If these systems become inoperable, the district bus UHF radio system can be utilized, or radio communications assistance should be requested through the Grays Harbor Department of Emergency Services.
